    Your PC may be hacked. Consider Backing Up your things and reinstalling. If it is that bad, buy an External Hard Drive the same size as your current Internal Drive and Boot from Windows Installation Media, press F10+shift. Then, in CMD, type "COPY C:\ X:\" where x is the drive letter, then reinstall windows, then, recover your stuff.
